Project Description:

In the project innovative concepts are developed for regional evacuation with the use of mobile information systems. One of the main rescue aspects when attacks, attack threats, major accidents or natural disasters is the evacuation of affected buildings or areas. The goal is to evacuate the people as fast as possible, but also as safe as possible, meaning to bring them into safety areas. Part of the research project is the evacuation of a large group of people, which have to leave a building and be brought to safety. The plan is to offer simulation games as virtual evacuation exercises, especially for the rescue teams. The localization of the people is done over the use of existing (private, secured) WLAN spots. With the help of special software the (WLAN capable) mobile phones of the visitors are used as individual guidance system for the evacuation.


Work steps and goals of sociological accompanying and acceptance research:

  • expert discussion and analysis of the actual situation in the authorities and organizations with safety functions (fire department and disaster control, police, emergency services, organizers)
  • questioning of the visitors at a national league football match in the Fritz-Walter-Stadium and a comparative questioning of alternative major events (Nürnberg Christmas market 2009, and 2 events in the SAP arena in Mannheim Dec. 2009 and Jan. 2010 - “Appassionata” and “André Rieu”).

The questioning covers following aspects:

  • mobile equipment and use of the visitors
  • attitude towards modern technology
  • trust in technical guidance systems and the willingness to use the mobile phone in an emergency situation
  • use of information and choice in paths
  • group constellation (with how many people are they visiting the event and in which relationship do they stand; important for the evacuation behavior is social contact and the     search of friends)
  • perception of safety during the event
  • personality traits
  • demography


The point of the questioning is to find out the acceptance to a personal guidance system from the view of visitors and also emergency services. The results of the acceptance and use of mobile phones within the different visitor structures shall give insight into how transferable the results of the evacuation simulation are for other major events.
